You've got to be kidding - you find this objectionable? I most definitely would NOT want to eat at a buffet that did not have this rule and these types of signs.
I'm from Michigan, and every buffet I've ever been to has signs like this - some are phrased as requests and not as city ordinances, but I think it's great that they've actually codified that into law where you live. This is health and safety you are talking, and it's certainly not an onerous request to ask someone to grab a clean plate on their way back to the buffet. I can't understand why you would feel so put out by this as to make a point of it are you the sort of person who sneezes and coughs without covering your mouth?

Health and Safety? Hey, this is the plate you just ate your food from. If this is unhealthy or unsafe, you are already done. Of course if I just ate bacon and eggs and now will have fruits, I will change my plate, but this is my problem, I do not need a city ordinance. But if a get a new bread, I do not need a new plate. Get your priorities right.

Now he comes up to the buffet with his dirty plate, picks up the tongs or the spoon or whatever to grab some eggs or bacon, and taps the utensil against his plate. Congratulations, the tongs or spoon or scoop now have his infection on them. Many adults are this careless (they think, "I am healthy, nobody's going to die from my germs") and kids are totally careless about things like this. So by requiring a new plate, you avoid the possibility that you tapping your plate with the utensil will pass on your germs to the next person.
You DO need a new plate, maybe not to protect your selfish self, but to protect others. But obviously you are a person who is inconsiderate of others, even when you are only slightly inconvenienced. How hard is it to pick up a new plate? I don't care how healthy you may think you are, I don't want your germs, and I doubt many of the folks at that restaurant want them either.

It's because of people like you that I never go out to eat any more - people don't even respect basic health standards anymore. I just want to chime in that I strongly agree with the posters explaining why every patron should use a clean plate when they return to the buffet. At work we frequent an Indian buffet which although it has signs, doesn't enforce the rule. We only go when the buffet opens for the day. I like this sign, I've printed out a couple like it to bring to the owner of the buffet and see if he gets the hint.
